MTR asks the same officer to review your application once again with extra evidence. It is used in most times to fix obvious mistakes by submiting new direct evidence and is not good for a complicated case such as NIW. The advantage is quick, taking about 30-60 days to get a result. Appealing will send your applcation to AAO in washington. You need to demonstrate that your case is denied wrongly by CIS. However, the extra evidence (such as extra reference letters) will be thrown away by AAO when rendering an appeal decision. Though the current AAO timeline for NIW appeal is current, an appealing case can easily drag a year.
