H1B, I-140 pending, can i get advance parole?

I am H1B now, I-140 is pending. Can I get advance parole now? Or do I have to wait until I-480 is submitted?
Also, if I have advance parole, when I leaving the Chinese airport, is the Chiese border control people going to let me leave the country on the basis of AP (no visa stamp)?
