1 is good, no use for 2, and 4

A. make an index page for all the materials
B. punch 2 holes on top of all your materials
C. use 1. to clap on each section of your materials
D. attach a tab onto the bottom of the cover page of each section.
E. put all the sections in order
F. use elastic band to hold all the sections together

don't use 2. as when they received the materials, they will mount it to some sort of clip board. If you use 2, they will have to take it off.

Same for 4. it's too much work to pull the sections out from different pockets, and they may become out of order. use elastic band to keep the order and easy to unmount.

You need to get some tabs or dividers. If you use dividers, make sure the divides have tabs on bottom, not on the right side.
