Of course you can.
Since early 2003, I-485 can be concurrently filed with I-140, if an immigrant visa number is immediately available to you. I-140 approval has no longer been needed before you can file I-485 since 2003.
But since late 2005, EB visa numbers are no longer immediately available for people born in mainland China, India,...
