申请公民的问题

我在2003/11 拿到conditional residence, 在 2005/11 前提出申请 remove conditional residence, 现在还在等批。我知道在今年2006/11我就可以申请公民了(拿green card 后三年)，但是如果到时候 remove conditional residence 还没批下来，我仍然可以申请公民吗？
