"Bi-specialization" program proposed in 9-25 2005

Due to the recent I-140 transfer from CSC to TSC, I searched the "Bi- specialization" program. Possibly, we can get answers from follow report, and predict the further tendency.

Maybe, this is a good news for the long range, but it definitely a bad news to our present cases beacuse of the delay within this recombination.
