回复：help! 140 transferred to a local office

I received the same email today.
I was confused by the sentence "You should receive a notice informing you that your case has been transferred to a local office". Does the 'local office' mean the TSC or not?
Another question is whether the 485 will also be transferred to the smae place or still in the CSC.
Do you have any idea?
