Please Help! Visa problem!! Thanks in advance!!

One of my friend got an offer from U.S, he is in Beiing now. His job title is:
computer system analyst and salary is around 53k. Is it possible for him to get H1B from Beijing directly? He applied F1 before and got denied serveral years ago.Or better get a B1 then change to H1B? Any idea is greatly appreciated.
