I485 case status - outside processing time

2004年10月21日，I-140和I-485同时申请。
2004年12月22日，I-140批准，后来一直在等I-485，已经17个月了。
今年1月和2月中几次打电话，3月初收到一封信。

有哪位知道这是什么意思？
有人告诉我，我的I-485应该是 1st preference，不用等 visa 的排队。
哪位有过同样经历？请告诉我应该怎样和USCIS联系？
