小白兔，mytwocents请教EB3转EB2的问题

前面有个帖子问道这个文题，mytwocents和另一网友做了回答。但我还有点疑问。我的EB3 based 140 已经批准了。怎么转EB2? 是重新申请140就可以，还是PERM和140都重新申请？那有相关的解释？谢谢。
