关于J1 waiver 求救，非常感谢！

我曾在2003年持J1签证来美，2004年回国，半年后在国内重新申请签证，又持F1 签证来美自费读硕士，预计明年5月份毕业。想在这里找工作不得不办豁免，看到坛子里绝大部分都是博士后博士在办豁免，我很是心虚。
请教一些问题，请有经验者不吝赐教。

1。我该如何写申请理由给领事馆？
我可否写 “我想硕士毕业后继续读博士”

2。给国务院 的statement 该怎么写？（A statement demonstrating why the exchange visitor is eligible to receive a waiver of the two-year
home country requirement of the exchange visitor program.）
我想这个应该更重要些，也更难写

我是自费读硕士，没有老板sponsor.
像我这样的又没有通过希望阿？为办这个waiver我要花好大一笔钱， 国内单位结清关系 4 万 人民币（简直是讹诈），可又没办法，求着人家。这边又要花400多刀，要是没什么希望，我这钱花得太冤了。
