The experience your friend had cannot represent the situation for all of the new immigrants.

We landed at Vanvouver last July and my wife found a job almost immidiately and started to work in a company in the beginning of last August. While I came back to US and still work in Bay Area.

We have three friens in Vancouver, two immigrated to Canada from Bay Area, one immigrated from Maryland, all of them found jobs and are working quitely happily because the work pressure is much less in Canada than in US. Plus, Vancouver's weather is not that cold during the winter, although, it has a lot of rain in the winter.

If your friend didn't have a US degree and work experience, or only have a degree but no work experience, I will not be surprised for you to say he/she cannot find a job in Canada quite quickly, because he/she cannot find a job in US quickly either.
