NIW was denied

My NIW was denied at NSC after RFE. RFE was not tough, my lawyer also confirmed me he would get my case approved. In fact my case should was not bad. Reference letters are pretty strong. Each letter around three pages. But the officer said my letters from acquaintances and colleagues. This is not true. Due to the short publication time, I just have one independent papers citation, which led to the conclusion that I had no impact on the field. This is the only weakness of my case. I have 5 journal papers and 8 conference papers or abstracts, each paper focus on different topics in my area. I am a very solid researcher, rarely published repetitive works.

My lawyer asked me to appeal and also told me he got his case approved before.
I desperately need some precious suggestions from you. Please advise.
