How to avoid visa application to reenter USA without I-131??

I am holding a H1-B now. My I-140 application, which was submitted at the end of September 2005, has not been approved. I did not apply for advance parole (I-131). I have to go back to China as soon as possible to take care of my mother who needs to have a invasive cardiac examination in two weeks.

Could you please tell me the best way to get some kind of paperwork done so that I don't need to apply for visa to reenter USA? Somebody told me that I can go to local USCIS office to get some kind of permission as long as I have submitted I-140 application. Does anybody know the detail?
