Since you did not file 485, you cannot obtain AP. You have to apply H-1B outside of the U.S. However you may consider obtaining H-1 visa stamp in Canada or Mexico before leaving north America. Typically, 90% you wont get denied in Canada or Mexico. But you may get security check on H-1B visa. You should be able to get back to U.S. waiting for your visa (if security check apply to you) if you apply at Mexico or Canada. However, if you apply in China, you have to wait until you obtain visa to enter U.S.
