Contractor can apply H1B?

Hi, I am contractor and going to apply H1B. But based on section 3 of http://www.h1base.com/page.asp?id=49 , only permenet employer can apply h1b.
So, could contractor get H1B? Is it hard to get it?
BTW, what is the prevailing wage? Is it the wage of Level 2?
