9 years-old boy for code 2 FP? Is it wrong?

Recently, both my 9 years old boy and my friend's 10 years old boy got a letter for FP. My sun is for code 2, last week my wife and I just do a code 3 FP. IS it normal or a mistake?
BTW, what is the different between code2 and code3?
