I can apply in Shanghai RIGHT?

I am an H4 in the US, I have Canadian PR card. I have been living in the US since 1999 and I first came as B1/B2.

Even though I have Canada's PR Card, I can still apply in Shanghai right?
Why the US Consulate Shanghai website states that applicants must be able to prove they reside in the shanghai district area? How can I prove? I don't live there anymore!
