Requst a help!

My priority date is March, 2002 (EB3).

My question is: if I will file for National Interest Waiver (NIW:EB-2), can I retain my earlier priority date under which I applied for Labor Certificate (EB-3)? The priority date of EB2 is July 2003; therefore it is current for me. My I-824 (based on old I-140 approval) was approved for CP. Will Guangzhou process my case if I send my packet III with my two I-140 approvals (old one via RIR; new one via NIW) and the current I-824 approval? I email Guangzhou, but they did not reply to me.

Please advise.
