My priority date is March, 2002 (EB3).

My question is :if I will file for National Interest Waiver (NIW:EB-2), the priority date of new I-140 by NIW can retain my earliest priority date which I applied for Labor Certificate (EB-3). The priority date of EB2 is July 2003; therefore it is current for me. my I-824 (based on old I-140 approval)was approved for CP. If Guangzhou will process my case when I send my packet III with my two I-140 approvals (old one via RIR; new one via NIW) and the current I-824 approval? I email Cuangzhou, but they did not reply me.
