In my case, my employer is non-profit company related to government. So I don't need to wait until 10/01. Based on peachstate's post, if I file the application and get the receipt, even though my OPT expires before I get H-1B, during this gap period, I can still work as before and I don't need to leave the company and wait to get H-B1 and return to work. Hopefully I have the right understanding. Thank you a million!
