How long it will take to get I485 approve after reaching the pri

My friend green card application is like this:
EB-1A I140 12/20/2002,approved 06/2004
I485 01/2003.
Transfer to loacl office 09/2004.
Transfer back to service center 12/2005.
He has passed the priority date but still got nothing.
Does anyone have similar situation and have any idea how long he has to wait?
From last October untill now,the retrogression has moved froward more than three years for EB-1 and two years for EB-2.But I seldom heard any approve news in the web and around me.
