Is it easy to get Visa?

My parents got their visiting visa to the US in 2004 and stayed 1 year (They extended their visa 6 more months to the end of 2004).
Now They will go to Chengdo to apply visa again, I am wondering it might be very difficult this time due to their visa extension two years ago. Can anyone tell me if your parents succeeded before in this case?
