third country visa to enter US if rejected

I am still in my OPT and could go to canada and come back to US without a visa, but I plan to go to canada to get a re-entry visa, my question is if my visa application is rejected, could I still come back? I mean with my I-20, EAD, Job offer letter? Thanks for any reply
