I am not Xiaobaitu. But I try to answer your question.

1. S1932 was over last Dec. Only hope is the pending Comprehensive Immigration Reform bill.
2. PD has to be established by an approved I140 eventually. So only after you get RIR LC approved and then the respective I140 approved, you will keep that earlier PD. Otherwise, your PD is just from NIW I140, if approved.
