小白兔等大侠帮忙!A question about RFE

I send my NIW on Sep 2005 and received RFE recently, the USCIS just need a completed form of ETA-750B which seems easy. But is it another possibility, the INS did not really review my documents, but wait for this form before review my petition? That makes a big difference, I should catch this opportunity and prepare more than they required. please help me with that!
