When you are issued I-20, your registration is already in the SEVIS system. Any time you add or drop a lecture, SEVIS system shows that and CIS people can check it. Ask your school ISO to see if they made the mistake not registering you in the system right.If they did, you probably can correct it and file a motion to reopen. Anyway, 3-4 credits will no doubt lead to a denial.
