I-140 and decision date

Do you have any idea how long do petitioners have to generally wait for I-140 approval or deny after submitting all documents?
For example, even with the same center (VSC), some people got response early although they submitted late. Is there any prescreening procedure in VSC or other centers to give a quick evaluation before the staff really involved into each case?
Or just simply depending on "luck"?
