紧急求救！140被拒，F1还有效吗？

我的140被拒了，因为没有收到正式通知，还不知道到底是什么原因（RIR based EB2). 老公去年由H4转成了F1，没有出具EAD找公司工作 （做了一些个人培训，我想退了人家钱是不是还可以算没有工作啊），他的F1身份还有效吗？
