J1交流项目未结束 需要短期回国 签证受回国2年服务的限制吗？

请教：
我去年5月份签证J1，DS2019今年5月底到期，学校已经延至年底。今年5月份计划回国约2周然后返回，我原来的签证上写着必须回国服务两年（212e)那么今年回国后再返回签证是否受到这个2年的限制？
此外我去年签证的时候已经交过SEVIS FEE 了，还需要交吗？
