NIW-governement 推荐信

My RFE asks me to submit letters from recognized government verifying that the beneficial effect of the beneficiary’s prospective employment, by exceeding that of any other well-qualified, and highly skilled experts in the field and how the self-petitioner’s work will benefit the united states on a national level.

Howeve, NIH inhibits writing letters for NIW application now. Two questions

1)Print the letter on plain paper is fine with NIH's policy of conflict of interest?

2) Wherelse can I got goverment letters?
