H4身份能在美国申请J1吗

我的一个朋友随老公来美国，原来是学习计算机的，来美国后一直在实验室做生物试验的志愿者工作，她是H4,老板原来答应给办H1B,后来说背景不对口，怕批不下来，有人建议办J1，我觉得在美国不能能从H4到J1，可是又不确切，不知那位朋友知道相关信息。谢谢
