It is normal for almost 1year waiting for 2nd letter of Canada G

We submitted Canadian GC application last March and got the first letter asking us to wait, but we didn't receive 2nd letter yet so far. Does anybody have the similiar experience, is it normal? we heard somebody get the Canadian GC card in one year but we didn't get start in one year. It looks weird!
