You apply for H1 transfer in CIS. They definitely know your first H1 is over. You new employer will file W-9 for you based on your new H1 to notice CIS.

You must notice CIS about address change by filing AR-11 form and also by telephone for your 140-NIW case in 10 days after you move to NY. So your case will be transfered to VSC later. You have no way to retain it in TSC.
