about Ph.D apply Perm

hi, everybody:

I only have Ph.D and BA, no Master, and work in university as research associate. want tp apply PERM now. now I need do job deion

my lawer said apply Perm use Master better, because I have not Master I should use BA and add several years experience to apply Perm. but I need pay some money for those year experiment.

what I should do, use my Ph.D or use only use BA?
