申请材料（四）美方机构出具的正式聘书（写明工作内容、职位、聘用期限并承诺帮助进行豁免申请及转签证等内容）

Who makes such a promise that he will help me do the waiver application and visa change? My university or my boss? If none likes to make such a promise, can I apply for the waiver successfully?
