After you enter USA, If you wanna change visa from B to F, you should have the I-20, and it's better to ask the school to support the file of visa change. You need to wait until the agency make a decision on your case. THough you can legally stay in US when waiting the decision, the waiting period can last from 3-month to 2 years. During that period, you cannot go to school.
