if you did not apply 485, you cannot apply for 回乡证.
It is not a good idea to go home during the visa expired period.
Better after your H4 visa is renewed.

You Cannot get a H4 visa in Beijing in September because of U hu*****and’s 140 pending.

You may get a H4 visa in Beijing in September if your hu*****and get H1B renewed.
