Qestion for visa and 回乡证

My hu*****and’s H1B will be expired on Augest this year. But his 140 于 1/12/06 寄了出去, I want to back to china for three months during June and September. My current status is H4, 现在请教各位同胞：
Can I get a H4 visa in Beijing for me to return to USA on September during my hu*****and’s 140 pending?
When can I apply for 回乡证?
How soon can I get it?
Can I back to china with H4 and Return to USA with 回乡证 which my hu*****and send to me by mail when he get it in USA.
