象我这样可以去第三国签证么？

F-1->H-1,中间回国2次，去年上半年申请H1-b transfer。拿到receipt就去工作。收到补件材料。结果还是被拒。刚刚拿到一个I-20,马上要开学。我可以签F-1么？拒信是1月2日收到的，可以在1月30日前appeal,我要不要appeal?还是在美国国内转f-1?
头好大。哪个知道该怎么办？
