Ask 198151 or Xiaobaitu

I applied two I-140 (NIW and EB1a), and luckily both approved. I filed 485 based on NIW. Can I still use consulate process to get immigration visa by EB1a 140, given EB1a 485 is current with my priority date? What the procedure for consulate process if I am physically in USA. I can go back China either with AP or H1B.
