在美男方是I-485 pending, 女方在国内申请H4签证会有困难吗？

女方B签证，可从中国来与在美国的H1B身份男方(I-485 pending数月)结婚，但考虑到在美国从B转成H4会有不方便，女方打算回中国后申请H4签证再入境。
