没收到J1 Waiver NO Objection Letter

我J1 Waiver NO Objection Letter从2003年5月份就已被国务院批准,但是我一直都没有受到.曾经打电话写信都一直没有音信.现在要转H1,但是学校的international center 也没有那份文件,他们要我自己和国务院联系,可是2026631225怎么都没人接听,他们说等45分钟就有人接,可是我总是被自动挂断.问大家有什么好的办法让他们重新发一份吗?
另外,申请绿卡时是不是也一定要有那个recommendation letter啊?
