Normally, it is pretty easy to get H-1/H-4 in Canada if you have Canada PR. You should present your landing paper or Maple card to visa office showing that you are landed immigrants, which is the best reason why you apply visa in Canada.
Since you got your 7th year h-1b extension. I am curious what is going on with your U.S. immigration.
