父母签证问题: e-form( DS-156)可否由我在望上代填?

２００６年１月１日起美领馆开始使用电子表格，那么可否由我在美国网上替我父母填表，然后邮寄打印出来的条形码给我父母，让他们去签证呢？　领馆方面如何知道是在上海还是广州签证呢？
