I found a paragraph from the web site of U.S Consulate General in Hong Kong:
Visa applicants should apply at the U.S embassy or consulate with jurisdiction over their place of permanent residence,although visa applicants may apply at any U.S consular office abroad ,it may be more difficult for a visa outside your country of permanent resident....
what's mean ?是儘管可以提出申請但很難批準的意思嗎﹖
