请问住在Illinois州,并持F4 visa 的朋友如何申请驾照

In Illinois, a F4 visa holder cannot get a social security number. However, in order to get a driver's license, you should have a SSN. It is kind of odd situation.Please tell me how I can get a driver's license in IL. Thanks.
