Using AP or apply for H1?

I need go to Greek for a business trip. My NIW I140 and I485 are pending.
Can I apply for H1 in Greek in order to get back to USA? or I must using AP since my I485 is pending? OR I have to go back to China to appky for H1 in order to get back to USA?
