申请了140，是不是一种移民签证？？？

我被laid off。找了两个月的工作没有找到。老婆是F1,我想转成F2。我是不是该填I-539表？其中有一项问:“Are you an applicant for an immigrant visa?",还有一项问：“Has an immigrant petition ever been filed for you?".

我99年申请过NIW被拒，也没上诉。后来2004年递交了RIR,但是现在LC也没下来，我也被laid off了，2005年11月又递交了NIW I-140. 那我的那两个问题该怎么回答呢？I140是一种移民签证吗？

H1转F2都需要什么材料？
