I applied for the J1 extension before the approval of the J1 waiver. Finally I got the extension two days later after the approval of the waiver. One more detail was: When I got the new DS2019, I had not yet got the hard copy of the waiver approval letter. -- But from the internet I noticed that the J1 waiver was already approved two days earlier. I consulted the international office, but did not get any good answer. You may have a try. The fact is, later I have got H1b without trouble.
